Vehicle entranceways

Find out what to do if your driveway is blocked, who maintains entranceway culverts and how to create or alter an existing vehicle crossing.

Blocked entranceways

If somebody's vehicle entranceway is affecting footpath access or safety, please first let the vehicle owner know first and give us a call on 0800 492 452, or lodge a request using our online system.

Report a blocked entranceway

Culvert maintenance

If your entranceway has a culvert pipe under it (more common in rural properties), you are responsible for keeping the pipe clear to avoid flooding issues.

Create or alter an existing vehicle entranceway 

If you're adding or altering a driveway or vehicle entranceway for your property or development, you need to apply for a vehicle entranceway first.

This does not include access from a right of way or a private road.

Before you apply

All activities within the district must comply with the District Plan, Make sure your activity complies with the district plans rules.

Check the district plan

If you’re building a new house, you’ll be asked if there’s a suitable existing vehicle crossing in your building consent. If there’s not, you need to apply for a vehicle crossing with your building consent.

If your application relates to a significant property or building development containing multiple entranceways and/or a significant entranceway construction, see roads and land and property development for more information in relation to resource consents and/or building consents.

Certain things may need to be moved depending on their location to the vehicle crossing.

If you are digging deeper than 140mm you will need to check the location of any underground services at Before you dig.  

A Before you Dig report will be required to support your application.

All vehicle entranceway applications requireCorridor Access Request (CAR) before constructions begins within the road reserve, this includes entranceway construction.

Under the Local Government Act, Council needs to manage people working on the road, particularly utility network operators working within the road reserve. It's not just about the safety and access side of things as outlined above - it's also about making sure any proposed works don't damage existing Council assets and infrastructure in the area; and that any features temporarily affected are reinstated properly once the works are done.

That is why anyone or any business planning to dig up part of the road/berm as part of a project, such as installing a new driveway or laying water pipes, must have an approved corridor access request as part of their application


Ensure you comply with the 
(RITS) Regional Infrastructure Technical Specifications.

Have a plan/sketch and photos of the proposed location! This helps us identify the correct location when completing our assessments, as well as potential obstructions.

If you have submitted a building consent application you can submit your location site plan showing the entranceway(s) and buildings.


Application process

  • Vehicle Entranceway Application fee: $300
  • Corridor Access Request (CAR) inspection fee (minor project): $250.
  1. Complete the online Vehicle Entranceway application via the link at the bottom of the page.
  2. A payment link will be emailed to you when your application has been accepted.
  3. Once both the Vehicle Entranceway and Corridor Access Request applications are approved, construction of your entranceway can begin.
  1. We will check all required information has been provided. If we need more information, you will be notified no later than within 5 business days from when the application was submitted.
  2. Once we have all the required documentation your application will be accepted and the invoice and payment link will be sent to the email address.
  3. Once payment is received the application can be processed. No applications will be processed without payment.
  4. Processing of the application requires an inspection and assessment by the Roading Network Engineer and an assessment by the Resource Consent Planner where there are District Plan non-compliances identified. 
  5. A decision on the application will be made within 15 days of receipt of payment.
  • Where possible, boundary pegs must be visible at the site inspection
  • The inspections will be undertaken without the need for the owner/agent to be onsite.
  • Three inspections are carried out during the construction of a vehicle entranceway (including a post Corridor Access Request inspection).
    1. Pre-construction to review and confirm the suitability of the location, identify any special conditions,
    2. Post-construction to ensure the entranceway is constructed to the correct standard, and
    3. Corridor Access Request (CAR) inspection to ensure approval and conditions have been complied with.
